Cornell University Library (CUL) holds the overall administrative and financial responsibility for arXiv's operation and development, with guidance from its Member Advisory Board (MAB) and its Scientific Advisory Board (SAB) (see arXiv Governance Model). Based on the arXiv's operating principles, MAB represents participating institutions’ interests and advises CUL on issues related to repository management and development, standards implementation, interoperability, development priorities, business planning, and outreach and advocacy. Representation on MAB is reserved for libraries, research institutions, laboratories, and foundations that are members of arXiv and that contribute to the financial support of the service. The MAB bylaws detail the goals, composition, operation, and election of the Board.
Composition of MAB

KTH Royal Institute of Technology, Department of Theoretical Physics, Sweden, Tommy Ohlsson, Professor (6-year term)
Tommy Ohlsson is a full professor in theoretical physics at the KTH Royal Institute of Technology in Stockholm, Sweden. His research field is theoretical particle physics, particularly neutrino physics and physics beyond the so-called Standard Model. He is an author of around 90 scientific publications (most of them are available on arXiv) and one textbook "Relativistic Quantum Physics" published at Cambridge University Press. Recently, he has joined the debate about Open Access publishing, especially focusing on the "green" arXiv model (see Nature 489, 367; 2012). He has also written a popular science text about the theory of special relativity at Nobelprize.org.
Los Alamos National Laboratory, US, Carol Hoover, Digital Information Resources Manager (6-year term)
Carol has been managing digital collections at LANL for over 10 years. She understands core science areas/R&D at LANL, actively seeks to integrate OA content into the Library collections and champions OA with LANL researchers. She has been a member of the SCOAP3 Technical Working Group, helping to develop the specifications for the market tender, and is now a US representative on the SCOAP3 Governing Council. She has served on many publisher Library Advisory Boards and has a strong and deep working knowledge of publishing business models, issues in scholarly publishing and budgeting and business practices across federal government libraries. She received a 2011 LANL Distinguished Performance Award for her work setting up a DOE complex-wide consortia licensing model for subscription-based content.
Massachusetts Institute of Technology, US, Tracy Gabridge, Associate Director for Research & Instructional Services (6-year term)
Tracy Gabridge has held a variety of positions including co-Head of the Engineering and Science Libraries during her 13 years at MIT. Her library career focus has been on developing and evolving liaison services to match the highly dynamic needs of the MIT community, using a variety of assessment tools including ethnographic methods to inform action. Tracy has been an active participant in the support and implementation of MIT's Open Access Policy. Recently she investigated content use principles in Massively Open Online Classes (MOOCs) as part of the edX Libraries Collaborative group. She began her work in libraries in 2000 after a successful career as an electrical engineer and manager at AT&T Bell Laboratories and Lucent Technologies.
National Science Library, Chinese Academy of Sciences, China, Zhixiong Zhang, Assistant Director of National Science Library (4-year term)
Zhixiong Zhang is a Assistant Director and the Head of Information Systems Department, National Science Library, Chinese Academy of Sciences. He was a member of arXiv Interim Member Advisory Board from June 2012 to October 2012. And now he is the convener of arXiv.org China Service Group and the operator of arXiv China mirror site. The arXiv.org China Service Group is set up on Oct 22, 2012. The Goal of the group is to promote arXiv activities in China, to provide training services of arXiv to Chinese users, to channel user feedback on the services and development of arXiv.org, to provide necessary input and cooperative efforts in further development of arXiv.org. Zhixiong Zhang also is a standing committee member of IFLA (International Federation of Library Associations) IT Section. He is the deputy head of Academic Committee for Digital Library Research and Development of the Library Society of China. He is expert at digital library, preservation repository, knowledge organization, OA and OSS. He published about 100 research papers on related topics.
University of Melbourne, Australia, Philip G. Kent, University Librarian (4-year term)
Philip’s 30 year career in libraries includes the CSIRO, Australia’s national science agency and a variety of universities. A major achievement was the creation of the largest locally loaded full text science library collection in Australia. During that time he enjoyed collaborations with libraries at Los Alamos National Laboratory and the Max Planck Society. He represented CSIRO on the International Council for Scientific and Technical Information (ICSTI). The University of Melbourne ranks as Australia’s top research intensive university. It is one of the top users of arXiv in Australia. Since joining Melbourne in 2009, the Library is being reinvigorated under Philip’s leadership. A ten year strategy is being pursued to better support the University’s mission in research, learning, teaching and engagement. Philip chairs the Group of 8 University Librarians, is a member of the executive of the Council of Australian University Librarians and a Director of CAVAL Ltd. In addition to mainstream library issues his job encompasses cultural collections and fundraising.
University of Texas, Austin, US, Molly White, Director, Math, Physics, Astronomy Library (PMA) (4-year term)
Molly White has been head librarian of the Physics Mathematics Astronomy Library at UT Austin for 21 years, roughly the life span of arXiv. She has been very active in SLA library association activities focused on the physical sciences and has participated in conferences and panels addressing the information needs of research scholars. Through appointments to the publication boards of the three major scholarly society publishers in these disciplines she has developed a thorough knowledge of the differing publication practices of arXiv participants. She currently serves as librarian liaison to the American Astronomical Association Publications Board.
University of Alberta, Canada, Tim Klassen, Head, Science and Technology Library (6-year term)
Tim Klassen is Head, Science & Technology Library at the University of Alberta in Edmonton Alberta. Previous positions include Head of the Science Library at the University of Illinois at Chicago, and at Wesleyan University. He was also a Science Librarian at Southern Connecticut State University and the University of Oregon, and was Systems Librarian at Southern Connecticut State University. Tim has almost 20 years of experience in Physics collection development and has been involved in a number of Physics journal evaluation projects. Current interests include assessment, e-science, and all issues related to OA publishing. He’s a 20 year plus member of ALA, has served on several STS committees, and is currently co-chair of the Assessment Committee.
University of Helsinki, Finland, Eva Isaksson, Physics Librarian (4-year term)
Eva Isaksson works as a physics librarian at University of Helsinki Library, with a focus in bibliometrics and quality control of the physics publications entered in the University of Helsinki research database. She worked at the Helsinki Observatory 1981-2009 as an astronomy librarian, has been active with several LISA (Library and Information Services in Astronomy) conferences and is an editor of LISA V and LISA VII proceedings volumes. She has studied theoretical physics and done research in the history of theories of gravitation prior to entering a career in librarianship. She is also author of books on women scientists and the social responsibility of scientific research.
2. High-Contributing Organizations
Four voting members representing each consortia or national organization member that contributes 5% or more of arXiv’s annual income. The MAB Bylaws specify up to five voting members from this category and currently there are four eligible groups (representing 61 organizations).
Committee on Institutional Cooperation (CIC), US, Jim Mullins, Dean of Libraries at Purdue University (4- or 6-year institutional term - TBD based on the number of High-Contributing Organizations), arXiv MAB Chair (new position - will be added to the MAB Bylaws)
Mullins has been at Purdue since 2004; prior he held positions at MIT, Villanova and Indiana Universities. He servied in leadership positions within the American Library Association and the Association of Research Libraries, including a term as member of the ARL board of directors and is past-chair of the e-Science Working Group. Internationally, he has been active in IFLA's Science and Technology Section, a board member of IATUL, and a founding member of DataCite. He received his undergraduate and MALS degrees from the University of Iowa and a PhD from Indiana University. His research interest is in data management and the role of library and archival sciences in data organization and preservation.
Consortium arXiv-DH and HGF: Coordinated by the German National Library of Science and Technology (TIB) and Deutsches Elektronen-Synchrotron DESY, Germany, Esther Tobschall, Physics Librarian, German National Library of Science and Technology, (TIB), Germany (4- or 6-year institutional term - based on the number of High-Contributing Organizations)
In her role as physics librarian of TIB, Esther Tobschall is concerned with providing physicists in Germany with the information resources they need for their research. Thus, Esther is involved in Open Access activities of TIB like the SCOAP3 project. During the last two years she has coordinated the arXiv-DH project (funded by the German Research Foundation), and is now representing TIB as the national arXiv contact point within network arXiv-DH. Prior to entering librarianship she studied chemistry and gained her doctorate at University of Hannover with research in solid state physics.
Jisc, UK, Lucie Burgess, Associate Director for Digital Libraries and Collection Management, Bodleian Libraries, University of Oxford (4- or 6-year institutional term - TBD based on the number of High-Contributing Organizations)
Burgess leads the Bodleian Digital Library Systems and Services team of 40 staff and is responsible for the Bodleian’s portfolio of digital services supporting 22,000 students and 11,000 researchers. These include SOLO (Search Oxford Libraries Online), the Oxford Research Archive www.ora.ox.ac.uk (Oxford’s institutional repository), scholarly communications support, research data management, digital preservation, digitisation programmes and digital scholarship. Lucie is a member of the Management Board of the Oxford e-Research Centre, and is a member of Oxford University’s IT Committee and Digital Strategy committee. From 2007-2014 Lucie worked at the British Library, where as Head of Strategy and Planning she led the development of the British Library’s 2020 Vision. From 1998 to 2007, Lucie worked in a variety of publishing, business development and strategy roles at United Business Media, a FTSE-250 publishing and information company. She has a Master’s degree in Physics from Hertford College, University of Oxford.
University of California, US, Steve Mandeville-Gamble, University Librarian, University of California, Riverside (4- or 6-year institutional term - TBD based on the number of High-Contributing Organizations)
Steven Mandeville-Gamble has been the University librarian at University of California, Riverside since March 2013. Prior to that, he held the position of Associate University Librarian for Collections and Scholarly Communication at the George Washington University, Head of Special Collections at North Carolina State University, and Principal Manuscripts Processing Librarian at Stanford University. He holds a master's degree in library and information studies from UC Berkeley, a M.A. in anthropology from the University of Michigan at Ann Arbor and a B.A. in anthropology from Stanford University. His research interests include archival description, data management, data preservation, evolving trends in academic discourse, and ensuring long-term access to cultural and academic resources in both print and electronic formats.

Yuri Tschinkel received his doctorate in mathematics from the Massachusetts Institute of Technology in 1992. From 1992-95 he was Junior Fellow of the Harvard Society of Fellows, and from 1995-96 he was a Leibniz fellow at the École Normale Supérieure in Paris. Prior to joining the Simons Foundation in 2012, Tschinkel was a faculty member at the University of Illinois at Chicago, a visiting associate professor at Princeton University, the Gauss chair of mathematics at the University of Göttingen, and professor and chair of the mathematics department at the Courant Institute, New York University. He was also a member of the Institute for Advanced Study in Princeton and held visiting fellowships at the Isaac Newton Institute for Mathematical Sciences in Cambridge, University of Tokyo, Max Planck Institute in Bonn, Institut des Hautes Études Scientifiques in Paris, Eidgenössische Technische Hochschule Zürich, and Research Institute for Mathematical Sciences at Kyoto University. He serves on the editorial boards of Experimental Mathematics, the Bulletin of the American Mathematical Society, the Central European Journal of Mathematics, and the Progress in Mathematics series from Birkhäuser. Yuri Tschinkel studies higher-dimensional algebraic varieties, their hidden symmetries and rational points. He is an author of about 100 publications (most of them available on arXiv) and editor of 15 books.

Oya Y. Rieger, Associate University Librarian, Digital Scholarship & Preservation Services; arXiv Program Director
Rieger oversees the Library’s digitization, repository development, digital preservation, electronic publishing, and e-scholarship initiatives with a focus on needs assessment, requirements analysis, business modeling, and information policy development. She has provided leadership in various digitization and online publishing initiatives that explore and promote new models of scholarly communication. Rieger has a B.S. in Economics (METU), an M.S. in Public Administration (University of Oklahoma), and an M.S. in Information Systems (Columbia University). She received her Ph.D. in Human-Computer Interaction from Cornell University.
David Ruddy, Director, Scholarly Communication Services, arXiv User Support Manager
David Ruddy is Director of Scholarly Communications Services, Cornell University Library. His unit is responsible for user support and operational management of several Library repositories, including Project Euclid, arXiv, eCommons (Cornell's institutional repository), and the CUL Archival Repository (a digital preservation system). He has been involved with Project Euclid since its inception in 1999 and is the Cornell lead on that effort. He holds an M.A., M.S., and Ph.D., all from the University of Michigan.
Simeon Warner, Director, Software Development & Repository Architecture, arXiv IT Manager
Simeon Warner is Director of the Repositories Group at Cornell University Library. Current projects include development of an archival repository, the arXiv e-print archive (http://arxiv.org/), and Project Euclid (http://projecteuclid.org/). He was one of the developers of arXiv and his research interests include web information systems, interoperability, plagiarism detection, and open-access scholarly publishing. He has been actively involved with the Open Archives Initiative (OAI) since its inception and was one of the authors of the OAI-PMH and OAI-ORE specifications.
