Tamara

Construction Update: The tanks walls are all in place, except the parts that must be put in place after the platform is poured. All columns are poured and 75% of the forms are in place to support the platform and beams. 75% of the rebar for the beams is installed. They will likely pour the platform and beams next Tuesday or Wednesday, putting us almost a week ahead of schedule.
Purchased 60 12' polycarbonate laminas. These should be enough for the sed tanks but we will probably need to buy more for the floc tank.
Thought about how to orient the sed tank lamella. We suggest using the opposite orientation from that that was used in Ojojona. This will make it easier to probe for sludge through the lamella and will allow us to make a cut out for the effluent launderer more easily. AutoCAD drawings of the different options are attached.
Ing. Lariano, who reviewed the structural design, visited the plant Wed, Fed 27. He will write up a short analysis and approval of the structural design in addition to signing the plans.

FUTURE PLANS
We are expecting a visit from Pedro Ortiz from SANAA next week.
Look over and revise the manual written at Cornell last year for the lamina modules
Design of distribution of flow from plant to three tanks
Support with Yovani (Tamara fontanero) about chlorine and collecting data
Help the Junta with a maintence plan for the sources
Follow up with linea de base for Tamara with Canales

Ojojona

Follow up on monitoring
We went to Ojojona on Tuesday February 26th.
We made some corrections to the table and had them look over them, they seem to be improving with filling in the new tables.
We put in three more sample valves at the end of each sedimentation tank. Now at the T or elbow of each sed. tank before they all connect there is a valve and they can test the turbidity exiting each sedimentation tank instead of just at the end (which they can still do).
There is still no sulfate
Alexis is monitoring AguaBlanca so that we can see if we can put in a float valve there. He is collecting data daily of the solution level in the hipoclorador, turbidity (tank) and cloro residual (tank). He is also checking 4 hours before he chlorinates and 4 hours after the turbidity and the chlorine residual in the tank. We left another turbidimeter with him

I will send the AguaBlanca data for this past week with the data, Julia put it in yesterday.
John put in most of the past data from December and that is also included.

We made a board for them to put in the Junta that shows the turbidity and residual chlorine in the tank. A picture of it is included, we went on Thursday February 28th and they still hadn't used it.
We got some data from the health center but since they aren't by barrio they really aren't that useful. For 2005 and 2006 its just a list of total cases of diarrhea in kids under age 5 by week. This year they are starting to collect data by barrio but the data isn't sparse and without back data it doesn't appear to be very useful. It's attached as well.
We are working on a brochure for Ojojona that includes the raise in tariff and the plant more specifically.

There was a meeting on Thursday February 28th with Arturo, Jacobo, Antonio, and the Alcalde and me. After that meeting was a meeting with Marin.
Arturo and Jacobo expressed their interest in having a strong Junta in Ojojona and how the time was near to elect a new Junta and the Alcalde had a chance to help with the elections.

The Alcalde seemed receptive to the idea of having the election of the new junta be in conjunction with the Alcaldia. He also said that he hasn't been informed of the earnings and expenses of the Junta, and how he would like that information before he could be in favor of a raise in the tariff.

The general concensus in the meeting seemed to be that there was bad administration in the Junta and that a new Junta needed to be elected.
There will be a meeting with the Alcaldia and the Junta on March 12th to discuss the disagreements and how to move forward.

When we meet with Martin, we were told that the last meeting by barrio would be Saturday March 8 and that the elections for the new Junta would be Saturday April 5th.

When talking with Martin Arturo and Jacobo stressed the need to reconcile with the Alcalde and to be more decisive and stronger with the fontaneros.

To the meeting on the 12th Martin is going to bring a report over the finances of the Junta.

The second capacitation, focusing on the treatment process and the pilot plant, will be Tuesday, March 11.

USAID
We talked to Jacobo and Arturo and they are going to try to get a name for a specific person in USAID that we can make an appointment with and do a presentation over the plant.

Ciudad Espana

We dropped off some cuadros on Wednesday February 27 to Ciudad Espana so that they could start monitoring the chlorine like they are in Ojojona. We will visit again in the next week to see how they are doing and hopefully install a flotador in the coming weeks.

Zambrano

We visited Zambrano a community near here that seems promising but would need monitoring during the rainy season. Today I will work on putting the communities in a more organized form and organizing pictures and information to put on the wiki.  

Flow Control Modules

So far working on Agua Blanca in Ojojona and Ciudad Espana.
I am hoping to start a guide on how to make the tables for Antonio, so that he can make them without us. We were thinking of having a meeting to capacitate/inform more of the people at APP about the float valves. I am working on a booklet that we can leave with the turbidimeter that explains in more detail the steps to use the turbidimeter, the pH probe and the chlorine comparison.

Future Work

Today Friday February 29 we will make a list of communities and times to visit them this month.
Make a description of the operator (Antonio)
Antonio will think a bit about the ideal operator and the responsibilities that s/he will have and write that up so we have a clear idea to present to communities about what to look for.

Marcala

Fred is currently in Marcala. He will be ready next week to start putting together the floc tank baffles. We are planning a trip to Marcala the end of next week, March 6 - March 8. At least one of us will go and all three of us (Carol, John and Antonio) might go.
