setting up the apache for managed

- /infra/fedora/sys/apahce_2.2.9_rel01
- /infra/fedora/prod/apache contains
- conf, html , icons, logs, and a start_stop_graceful_script
- the start_stop script points to the /infra/fedora/sys/apache/bin/apachectl
