Preconditions:
Have created a fiscal year
Have created a Ledger
Have created a Fund for that ledger
Steps:
Select Fund
Click "New" button in Current budget accordion
Select current Fiscal year
Set status Active
Set allocation amount to $0
Click save
Expected results:
User lands on new budget view
Details are correct
Click "x" takes you back to Fund view
