All web resources require a $f in the 948 cataloging stat field, with one of the following values:

An additional code is necessary if a resource is to be included in Database Names/Images: "webfeatdb" for databases, and "imagedb" for images. 

Please verify that the resource meets CUL's purling guidelines. See LTS Procedure #123.
