The TA is responsible for all midterm and final grades. Twice a semester you will review and grade the RA's grading for each team, this will be done for the second and final report. It is important to provide feedback to each RA individually about their grading therefore you will grade report only after the RA has graded the report. Independently read and grade the report, assign a final grade and explain your grading to the RA (pay particular attention to where your grading differed from theirs).
Note that if the RA has not graded the report in a timely manner (after you've reminded them), tell Monroe so he can enforce more timely grading. It's important to get grading back to the students as soon as you can.
