From CIT's FAQ:
If the cell phone number (non-CU destination number) has changed, have your department's Telecommunications Coordinator submit a request to the IT Service Desk: Voice, Video, Data for reprogramming of this service.

The how-to for a department's Telecommunications Coordinator, if a destination number has changed (rare need!)
Reminder
If it's a VoIP line, self-service to do this particular change is actually possible. But mostly likely best to just contact CIT and pay them to do it correctly. ($16, as of 10/2014)

Example request to change destination number (rare!), from a department's Telecommunications Coordinator to CIT
Subject: Change EC500 on 5-9021
To:NCS
Please change the EC500 on x-xxxx to ring to yyy-yyy-yyyy instead of zzz-zzz-zzzz.
Charge this request to (specify account number here!) as necessary.
