Cataloger 

FOLIO equivalent of Voyager's ABHI del and ABHI del BHI.  (ABHI del means "able to delete ABHI", but there's no A - Authority - in FOLIO.  So these two sets would be handled the same in FOLIO.)

 Full permissions for holdings and items, all instance permissions except delete.  Voyager also has some sets beginning with ABHI; but there's no Authority work in FOLIO.  There are also Voyager sets with del BHI; but FOLIO does not allow Instance records to be deleted.

Can this be merged with Acq3?
