I'd like to clarify one thing since it does seem to come up often. The service is free of charge. There's two hours of free time for CIT support staff to create your account, the database and other administrative tasks. We don't charge for any activity associated with getting the environment set up for you to use. If there are any requests above the 2 hour initial setup, then that time would be billable. So in other words, it's free unless you make a bunch of support requests.
We get an account number up front so it can be associated with the proper Activity number, also known as your Customer Number. Activity is our time tracking system. It's often really difficult to get an account number after some custom work has already been done, or in some cases the person requesting the service doesn't know how to get one and it takes a long time. We try to avoid holding up any future critical work a customer may want because we didn't have an account number available.
Here are some examples of activities that are potentially billable: http://hosting.cit.cornell.edu/cit/hosting/upload/BillingExamples.pdf
