Thomas, I wouldn’t rely on the email address in PeopleSoft being accurate. Maybe it is for your particular incoming students, but I don’t think there is any general practice by which this is being updated in PeopleSoft.

The information you are looking for can be retrieved from the Enterprise Directory. You can script the Directory lookup for your list of students. The attribute cornelleduactivateddt contains the date of the most recent NetID activation, and cornelledumailroutingtime contains the time the person most recently used WhoIAm to set mailrouting. If these are set, you can reliably send email to netid@cornell.edu with the expectation that the mail will be delivered and read.

Quick question, I hope:

What group(s) ("member of" in AD) would have alerted me to her prior PostDoc status, if I use Quest?

It would be helpful to have a chart showing such groups for all categories of status related to folks who have or had roles which confer to them persistent privileges. For example not just Post Docs, but also alumni and retirees.

It's particularly tricky right now because unclear when things "flipped" for individuals regarding where they forward their email. It's either in WhoIAm or within O365 or removed as an option entirely (no email forwarding, much less storage) depending on their current status, which transitions with some status changes.
