Why would a student's record not show up in the Cornell directory?

Ideas

In Student Center, under Security => FERPA, deselect FERPA security flag.

• If this flag is selected, person can't be found in CU Directory.
• If this flag is selected, person can't be found in tool Vonnie uses to reimburse people. (But this must somehow still be doable?!)
• Apparently there are about about 200 students (of ~40,000) who have this flag selected, as of 9/2015.
