  1. Jesse Koennecke and Joyce McDonough joined the meeting to discuss the revised charge for the E-Resources Working Group.  The first step the group would like to take is to prepare a recommendation for the adoption of the consortial version of the Serials Solutions ERM by both CULs.  Although this proposal has greater financial and staffing implications for Cornell, it will have an impact on Columbia operations as well.  Joyce plans to hire a term employee to help with this work (for both institutions).  The group is aiming to submit a proposal for this initiative by mid- to late-January that will include a description of what needs to be done and how it will benefit us, an estimate of how much the project will cost in terms of dollars and labor, a timetable, and a list of stakeholders.  We agreed that it would be useful to fold in the proposal for joint purchase of the Callisto software along with the proposal for the Serials Solutions ERM for review by JSMIN, Bob, and Xin at the same time.
  2. The Steering Committee then discussed how to move forward with methodologies to help support the testing and assessment of the Phase 2 working group activities.  We divided up these assignments as follows:
    1. Develop guidelines for Phase 2 pilot projects -- by mid-January, Kate and Boaz
    2. Develop guidelines for measuring costs/benefits of Phase 2 recommendations -- by mid-January, Jim
    3. Develop a methodology for measuring work across functional areas -- by mid-January, Adam
    4. Devise a short-term solution to the document-access issue (raised by Irina and Naun in last week's meeting) -- Colleen
    5. Re-articulation of the vision for TSI Phase 2, beginning with talking points for the next JSMIN meeting -- Robert, Kate, Jim
