By default the library course reserves Building Block should be activated for you and your students. If it is not showing up please follow the steps in Activating in Activating the Course Resrves Building Blockto Block to activate it.
Alternative you can create a menu link to the Building block directly by following the step inCreating in Creating a menu Item.
