If a sponsored NetID gets created or reactivated (yearly, say), this is in and of itself insufficient to secure library resources for that Sponosored Sponsored NetID.
Usually it is not appropriate to extend access to the Library's licensed resources to folks who have a Sponsored NetID. In the rare cases it is required, it is possible to confer continued Cornell Library access to someone who leaves, per the Library:
